Putin: no Russian diesel for global markets until sanctions lifted
President Vladimir Putin said Thursday at the Valdai Forum in Moscow that Russia will not supply its diesel to global energy markets until sanctions against Moscow are lifted: "it won't reach global markets because of the bans and sanctions in place against our oil and petroleum products." He publicly acknowledged for the first time that Ukrainian strikes on Russian oil refineries have "partially achieved their objectives," costing Russia about 1% of its GDP. Separately, Russia this week extended its diesel export ban for fuel producers through the end of October.
